Clove Technologies: Advancing Integrated Governance in Amaravati

Clove Technologies developed AICCC for APCRDA, unifying construction monitoring, land administration and citizen services to support coordinated governance across Amaravati Capital City.

Integrated Command Intelligence for Amaravati

When Andhra Pradesh set out to build Amaravati from the ground up, it needed more than infrastructure; it needed intelligence. Clove Technologies engineered the Amaravati Integrated Command Control Centre (AICCC): a centralised platform that brings construction oversight, land administration, citizen grievance management, field surveillance, and BIM-enabled monitoring into one unified command environment.

Building Intelligence for a Greenfield Capital

Amaravati is one of India’s most ambitious greenfield smart city projects, a planned capital built from scratch to set a new standard for digital urban governance. As construction, land administration, and citizen services scaled simultaneously across hundreds of infrastructure packages, the administration faced one critical problem: no single system could provide a unified, real-time view of what was happening across the city.

Clove Technologies was engaged to design and deliver AICCC. The platform consolidates seven operational domains- construction monitoring, land pooling tracking, grievance management, field reality surveillance, BIM-enabled progress tracking, utility management, and citizen outreach into a single decision-support environment operating 24×7.

Project Impact at a Glance

  •  1,34,850 Total Tickets Processed across all construction modules
  •  98.3% Ticket Completion Rate: 1,32,619 of 1,34,850 resolved
  •  6,400+ Campaign Respondents audio-verified citizen outreach

The Team Behind AICCC

Clove Technologies is a digital infrastructure and smart governance solutions company specialising in BIM, GIS, IoT, and integrated command-and-control platforms for large-scale government and enterprise projects. With deep expertise across the AEC and smart city sectors, we design technology environments that bridge the gap between on-ground operations and executive decision-making. AICCC represents one of our flagship deliveries, demonstrating our capability to architect and deploy a city-scale intelligence platform across a live, complex greenfield construction environment.

Before AICCC: A City Without a Single View

Before AICCC, Amaravati’s administration operated across fragmented systems with no cross-domain visibility. Six interconnected challenges defined the brief:

  •  No unified operational picture: construction, land pooling, grievances, and field surveillance ran in separate silos with no shared dashboard
  •  Approval delays: RFIs and drawing sign-offs are tracked manually, causing cascade delays across construction timeline
  • Unverifiable field data reported progress regularly diverged from actual conditions, with no drone, CCTV, or photo-validation in place
  • Grievances falling through the cracks, complaints arrived through multiple channels with no unified tracking, escalation, or resolution confirmation
  • Land pooling complexity, thousands of farmer submissions and allotment stages managed without a centralised system, creating error and delay risk
  • Departmental silos, field teams, project managers, and leadership working from different data sets, leading to misaligned decisions

After AICCC: One Platform, One View

Our approach was to build AICCC not as a collection of point tools, but as a single integrated governance architecture connecting every operational domain into a unified data environment with real-time visibility, structured accountability, and escalation intelligence built in.

The platform was engineered to serve three levels simultaneously: field teams needing task-level clarity, project managers needing progress intelligence, and executive leadership needing governance-ready summaries. Every module was designed with this vertical integration in mind.

Inside AICCC: The Core Modules

A. Construction Monitoring: We built a ticket-based execution oversight system at AICCC’s core. Every RFI, drawing approval, worklog, hindrance, snag item, NCR, and safety incident is captured as a ticket assigned, escalated, and closed with a documented audit trail. A distinctive feature we introduced is audio-verified follow-up: each closure can include an attached call recording, creating a verifiable accountability record among site teams, contractors, and the administration.

Ticket Type Total Completed In Progress
RFI 1,00,745 1,00,738 7
Worklog 23,038 23,036 2
Drawings 10,177 8,427 1,750
Hindrance 839 399 440

B. Dashboard Intelligence: Live dashboards surface construction status, delay flags, escalation queues, and executive summaries updated continuously from field and ticket inputs across all three governance levels: site teams, project managers, and executive leadership.

C. Field Reality Monitoring: We integrated three parallel evidence streams to close the gap between reported and actual progress:

  •  Drone footage surveillance for corridor-level construction progress review
  •  CCTV surveillance visual monitoring at active construction sites
  • Geo-tagged photo uploads, time-stamped, location-verified field submissions confirming actual conditions against reports

This combination eliminates monitoring blind spots and gives administrators the confidence to act on real intelligence rather than estimates.

D. BIM-Enabled Monitoring: We integrated BIM as a live execution and lifecycle intelligence layer, not just a planning tool. Approved models provide a 3D digital reference during planning; physical progress is mapped against model elements during execution; and post-construction, the same BIM base supports utility asset management and service delivery. One digital chain that connects planning, execution, and operations at Clove Technologies and serves as a natural foundation for Amaravati’s digital twin future.

F. Land Pooling Monitoring: We built a real-time module for the Amaravati Land Pooling Scheme tracking pooled parcels by extent and village mapping, surfacing allotment stages and pending actions, and providing live dashboard updates for administrative and field coordination teams. Centralising this data reduced errors, accelerated allotment processing, and gave the administration a transparent, auditable record of its commitments to farming communities.

G. Grievance Management: We unified six intake channels- WhatsApp, PGRS, in-person submissions, Grievance Days, Special Drives, and Parishkaram 2.0- into a single escalation and resolution workflow. Each grievance is assigned, escalated if delayed, field-validated where needed, and closed with citizen feedback collected post-resolution. Outcomes tracked, not just activity.

H. Outreach Campaigns: Beyond reactive grievance handling, we built a proactive outreach capability within AICCC. Campaigns are configured by audience and objective, respondents contacted by call, feedback captured with audio proof, and structured reports auto-generated. The Skill Development Training Feedback campaign engaged 6,400+ respondents with fully verified, reportable outcomes.

Closed-Loop Workflow
Every issue in AICCC follows the same structured path:

AICCC Issue Resolution Workflow showing seven steps from issue identification to documented reporting: Issue Raised, Ticket Generated, Assignment, Escalation, Field Validation, Closure, and Reporting.

This workflow transforms AICCC from a monitoring tool into a genuine field intelligence platform one that not only surfaces problems but drives accountability through to resolution.

Project Accomplishments: Advancing Integrated Governance and Operational Oversight in Amaravati

98%+ ticket completion rate with structured escalation ensuring no issue stalls without management visibility.

Unified governance visibility: administrators at every level now operate from a single source of truth for construction status, land pooling progress, and grievance resolution, replacing the fragmented, siloed view that defined Amaravati’s pre-AICCC environment.

Eliminated field monitoring blind spots; drone, CCTV, and geo-tagged photo integration means reported progress can be validated against actual conditions at any point.

Coordinated cross-departmental response, shared dashboards, and escalation workflows enable departments that previously operated in isolation to respond to complex, multi-domain issues together.

An accountable citizen service closed-loop grievance system, combined with post-resolution feedback, tracks outcomes, not inputs. 6,400+ campaign respondents demonstrate citizen engagement at scale with verifiable results.

Transparent land pooling governance, centralised tracking of farmer land submissions and allotment allocations, reduced error, accelerated processing, and built stakeholder trust.

Extending AICCC Towards Amaravati’s Digital Twin

We built AICCC with future scalability explicitly in mind. The BIM integration, real-time construction data, utility tracking systems, and field intelligence architecture are natural precursors to a full digital twin ecosystem, one we are already advancing through the Amaravati Digital Twin initiative with APCRDA.

As the city transitions from the build phase to operational management, the same infrastructure we built for construction governance evolves into a living digital replica connecting infrastructure, citizen services, and city-level analytics.

AICCC is our most comprehensive demonstration of what integrated digital infrastructure can achieve in a complex, live construction and governance environment. By unifying seven operational domains into a single platform, we transformed fragmented administration into coordinated, data-driven smart city governance at the city scale.

1,34,850 tickets processed. 98%+ resolved. 6,400+ citizens engaged. Clove Technologies designed, built, and delivered one centralised intelligence layer.

AICCC is not only what we built for Amaravati today. It is the model we bring to every large-scale smart governance engagement: centralised intelligence, structured accountability, and real-time operational visibility as the foundations of resilient, future-ready cities.
